Will the dimmest setting be too harsh for plants that need bright indirect light like monsteras and pothos?
Nope, I actually have it on the third brightest setting directly over my pothos for about 8-9 hours a day for a few weeks now and it’s really perked up. The leaves are growing bigger and there are no brown spots indicative of too much light.
How long are the lights? The description says 1.97″. Can you buy replacement bulbs?
The bulbs are 10 and a half inches long and do not appear to be replaceable.
Is there a warranty on this item? I see a lot of people saying it goes out after a couple of months.

When I turn the light on they just flicker rapidly and will not stay on. I already unplugged it for 10 mins, and plug back in and that did not fix it.
Not sure what your question is. I didn’t have this problem but it sounds to me like the light is defective and in, you should return it for a new one.
